M., ETC. A nuestro Venerable Clero Secular y Regular de las Provincias del Bicol. Notoria es á todos vosotros, queridos hermanos nuestros, la estrema escasez de, libros impresos en idioma Bicol, ya para alivio de los Sacerdotes jóvenes y Párrocos nuevos, ya para la instruccion de los pueblos, siendo la consecuencia inmediata, que ni los unos pueden llenar cumplidamente los deberes de predicacion y demas del ministerio parroquial, ni los otros instruirse en los misterios de nuestra santa Religion, y obligaciones que encierra su caracter de cristianos. Cuando en 1863, al principio de episcopado, recorrimnos las provincias que hablan el idioma Bicol, un clamoreo general se levantó por todas partes para pedirnos la reimpresion del catecismo, del que apenas se encontraba alguno que otro ejemplar: Párrocos feligreses todos nos representaron ta absoluta é imperiosa necesidad de la deseada reimpresion, conociendo. Nos la exactitud de estas justas pretensiones, nos decidimos á tirar nada menos que cincuenta mil ejemplares del completo autorizado catecismo compuesto or el P. Fr. Domingo Martinez, del Directorio espiritual del mismo autor con mas las devociones traducias por el P. D. Ivo del Espiritu Santo, todo to que forma un manual tan útil como completo. Si á esto se añade, que tambien mandanmos impri-mir cuatro mil ejemplares de la Novena de N. Sra. de la Peña de Francia, cuyo Santuario obtiene aqui tan justa celebridad, y veinte y cinco mil de la historia, milagros y Novena de la Virgen del Rosario, que se venera en nuestro convento de Manila traducida de órden nuestra, comprendereis que los sacrifcios pecuniarios han debido ser muy qrandes que no se ha malgastado el tiempo que ha trascurrido, y que por de pronto tenemos ya satisfecha la primera y mayor necesidad. En seguida dirijimos nuestras miras á otro grande pensamiento, del que nos habian hablado tan pronto como fuimos presentado para esta elevada é inmerecida dignidad; nos referimos al Diccionario Bicol escrito por el célebre P. Fr. Marcos de Lisboa, del que solo hemos visto dos ejemplares completos, aunque ya deteriorados. Esta estremada penuria ha sido causa de que muchos Sacerdotes jóvenes, especialmente europeos ni pudiesen aprender el idioma con facilidad y per feccion, ni cumplir debidamente las graves obligaciones del ministerio parroquial, y siendo esto asi, se comprende la preferente atencion que habiamos de prestar á ese proyecto tan util como atrevido, proyecto que de acuerdo con el Prelado Provincial de los PP. Franciscanos, hoy tenemos la satisfaccion de presentar realizado, á fin de proporcionaros cuanto necesario sea para imponeros pronto bien la lengua de los indios. Apesar de estos esfuerzos no está satisfecha nuestra vigilancia pastoral asi es que hemos mandado buscar coordinar algunos sermorios antiguos, y traducir otros nuevos para poner al alcance de los Sacerdotes y Párrocos jóvenes abundantes materiales, asi como otros ibritos de instruccion y devocion para el comun de los entre tanto; pero como esto exige tiempo, nos hemos apresurado á reimprimir entre tanto (y ya lo habeis recibido) el Catecismo esplicado del Cardenal Belarmino, obra tan útil á los Párrocos como á los feligreses, que descen instruirse á fondo en los mistertos de nuestra sacrosanta Religon. Bien hubieramos querido presentaros este hermoso Diccionario con todas las mejoras consiguientes al tiempo trascurrido desde que en 1754 salió por primera vez de las manos del autor; msa nuestras esperanzas salieron fallidas en este particular, y nuestros deseos y gestiones no han tenido resultado. Asi es que nos hemos resuelto á reimprimirlo integro teniendo en cuenta el qe as palabras que parecen anticuadas no dejan de tener aplicacion, u con la variedad que se nota en los partidps y aun pueblos, los terminos que no se usar en unos son corrientes en los otros: ademas de que á trueque de no pecar por diminutos pasamos po ser superfluos. Recibid pues, amados hermanos mios, esta nueva prenda de nuestra benevolencia paternal; dedicaos con constancia al estudio de este idioma, por que solo asi podreis llenar dignamente vuestra elevada mision, descargar en parte nuestra conciencia, para mayor onra y gloria de Dios y salvacion de las almas, que es á dó deben dirigirse nuestras aspiraciones y deseos. It is notorious to all of you, our dear brothers, the extreme scarcity of books printed in the Bicol language, either for the relief of young priests and new parish priests, or for the instruction of the people, the immediate consequence being that neither the one can fulfill the duties of preaching and others of the parochial ministry, nor the other be instructed in the mysteries of our holy religion, and the obligations that their character as Christians entails. When in 1863, at the beginning of my episcopate, we went through the provinces that speak the Bicol language, a general clamor arose everywhere to ask us to reprint the catechism, of which there were hardly any copies to be found: Parish priests and parishioners all represented to us the absolute and imperious necessity of the desired reprint, knowing. Domingo Martinez, of the Spiritual Directory of the same author with the devotions translated by Fr. D. Ivo del Espiritu Santo, all of which form a manual as useful as it is complete. Marcos de Lisboa, of which we have only seen two complete copies, although already deteriorated. This dire shortage has caused many young priests, especially Europeans, to be unable to learn the language with ease and perfection, nor to fulfill the serious obligations of the parochial ministry, and this being so, it is understandable the preferential attention that we had to pay to this project as useful as it is daring, a project that in agreement with the Provincial Prelate of the Franciscan Fathers, today we have the satisfaction of presenting it as a reality, in order to provide you with all that is necessary to impose the language of the Indians on you soon and well. In spite of these efforts, our pastoral vigilance is not satisfied, so we have ordered that we seek to coordinate some old sermons and translate some new ones in order to make available to the young priests and parish priests abundant material, as well as other books of instruction and devotion for the common people in the meantime; but since this requires time, we have hastened to reprint in the meantime (and you have already received it) the Explained Catechism of Cardinal Bellarmine, a work as useful to priests as to parishioners, who need to be thoroughly instructed in the mysteries of our sacred religion. We would have liked to present you this beautiful Dictionary with all the improvements that have been made since it first came out of the author's hands in 1754; but our hopes were dashed in this regard, and our desires and efforts have had no result. So we have resolved to reprint it in its entirety, bearing in mind that words that seem antiquated still have application, and with the variety that is noted in the different parties and even peoples, the terms that are not used in some are common in others: in addition to the fact that in exchange for not sinning by being diminutive, we become superfluous. Receive then, my beloved brothers, this new pledge of our paternal benevolence; dedicate yourselves with constancy to the study of this language, for only in this way will you be able to fulfill your lofty mission worthily, to unburden in part our conscience, for the greater glory of God and the salvation of souls, which is where our aspirations and desires should be directed.
